I WAS relieved that the iron-fisted dictator had been captured. Then I turned from the front page to a small article on Page A5: "Bush signs bill extending FBI powers." I noted that "most of the details of the bill are secret, including the total cost of the program. . ." and could not help but think: One dictator's powers are now diminished, while a would-be dictator's powers are on the rise.
